If using whole oats, place them in a high-speed blender and blend on high for 1 minute until a fine oat flour forms. Skip this step if pre-made oat flour is used.

In a large mixing bowl, combine the oat flour, peanut butter, maple syrup, cocoa powder, and sea salt. Mix thoroughly until well combined. Use hands if the mixture becomes stiff.

Gently fold the semi-sweet chocolate chips into the mixture until evenly distributed. Roll the mixture into small balls, approximately 1 inch in diameter.
